Hong Kong private cars holding one of 1,400 newly issued quotas can begin crossing into Macao via the Hong Kong-Zhuhai-Macao Bridge from as early as today, as the city’s latest quota batch takes effect.
The Transport Department confirmed the batch in May, when it opened applications for the 1,400 regular quotas, including 900 newly created slots and 500 reallocated from expired permits.
For the first time, 400 of those went to a new open category, letting any Hong Kong permanent resident or registered company apply without needing to prove employment or business ties to Macao. Previously, applicants had to show a Macao-registered company, a Macao work permit, or an employment contract with the territory.

Hong Kong’s Transport Department allocated quotas by ballot after the application window closed on 20 May. Holders can now cross the bridge into Macao multiple times over the three-year validity period, running until 12 July 2029.
A Transport Department spokesman said the arrangement reflects an agreement between the Hong Kong and Macao governments to make fuller use of the bridge’s capacity, streamline applications and improve the cross-boundary travel experience for residents heading to Macao for work, business, family visits or leisure.
