Portugal has been ranked the fourth-best retirement destination in the world for 2026, according to a new international index that assesses countries on healthcare, cost of living, visa access and quality of life.

The Retirement Abroad Index 2026, compiled by international health insurance provider Expatriate Group, evaluated 20 countries popular with expatriates and retirees across five categories: healthcare quality, visa accessibility, health insurance requirements, cost of living and the strength of expatriate communities.

Portugal was the highest-ranked European country in the survey, finishing ahead of Spain and France, which have traditionally attracted large numbers of foreign retirees.

The report cited Portugal’s D7 visa programme, private healthcare provision, relatively low crime rates and mild climate as factors supporting its performance. It also noted the presence of established expatriate communities in regions such as the Algarve, Lisbon and parts of central Portugal, which can help newcomers integrate.

The Philippines topped the 2026 ranking with a score of 78 out of 100, with researchers pointing to its retirement visa programme, low living costs and well-established expat community. Thailand placed second on 77, supported by the joint-highest healthcare score in the index, while Colombia ranked third.

Sri Lanka and South Africa shared fifth position, followed by Malaysia and the United Arab Emirates in joint sixth place. Mexico, Spain, Indonesia, Panama and Qatar also featured among the top destinations.

Portugal has consistently featured in international retirement surveys in recent years, reflecting its continued appeal among foreign nationals seeking to relocate later in life.
